The APPEAL

of the Constituent Congress of the Civic Movement
"For People Power!"

 

Today, the citizens of Ukraine understand that that system and "democracy", which was formed in the country, is not a democracy, and the provisions of the fifth article of the Constitution that state that the only source of power in Ukraine is the people, became an empty declaration - actually in independent Ukraine the government of financial oligarchy has been established.

During perestroika, "democratization" and building the "market economy", thousands of factories, entire spheres of industry have been destroyed, the basis of agriculture has been undermined,  science, education, health and culture suffered a tremendous loss. In result – reduction of living standards and what is called today the genocide of the Ukrainian people: undermining of its physical and mental health, intellectual and moral degradation, the excess of mortality over the birthrate,  reduction of population by 10 mln.

 

Elections without choice - that is what we have today. Current election-show of big money replaced the Soviet "holiday" people's will. The power is concentrated in the hands of oligarchs. The people have lost influence over the government. Past local elections in Ukraine demonstrated a record of low voting turnout within the whole post-Soviet period. Over 50% of citizens did not come to the polls, in such a way many have expressed a vote of no confidence for the political system of Ukraine, saying its categorical

"NO" to the existing system of power in Ukraine!

Civic Movement "For People Power!" being guided by absence of desire to continue to tolerate oligarchy omnipotence and being guided by the provisions of the fifth article of the Constitution that state that the right to set and change the constitutional order in Ukraine belongs exclusively to the people, appeal to  the Ukrainian nation to eliminate the financial-oligarchic regime , to remove from power those ones who discredited themselves and to make its first step during the years of independence to establish a constitutional order - to adopt real democracy in Ukraine, as a nationwide self-government, in which only the spirit, intellect and will of the people determine the rules of common life in the country and every citizen has the opportunity to participate in creating and adopting decisions concerning his life, to control the activities of the authorities!

Achieving this goal we see through the solution of the task of legitimation of the system of people power by entire population by method of the all-Ukrainian referendum by means of implementation of the next plan:

 

• by efforts of socio-political asset of the country, scientists and experts in various fields of social science to create a package of propositions of options of organization of democracy in the country;
• by broad socio-political expertise to select the most worthy options for the referendum;
• to bring up for a national discussion the selected options and to collect signatures to prepare the referendum during which to determine the best option by the rate voting.

 

Considering democracy as nationwide self-governance that results from the natural process of self-organization "from bottom to up", we call to lay its foundations already today through the creation of local community organizations, condominiums and civic associations proceeding from professional, ideological, cultural and other terms. The members of the Movement are guided in their relations by universal principles of self-organization: equality, mutual respect and cooperation, openness and freedom of action, non-violence, tolerance for dissent and tolerance towards each other.

 
We appeal to all civil and political organizations, to trade unions and  the media, to all citizens of Ukraine - to support our initiative, to contribute to self-organization of the Ukrainian people and to take an active part in the referendum and in its results implementation!

Through integration of our efforts - to build real democracy in Ukraine and a harmonious society in which everyone will have opportunities for decent and happy life by means of  socially useful self-realization!
