Development and realization of this project is caused by, at least, four groups of problems which exist in modern social-political and social life of Ukrainian society.
The first group is connected with a deep crises of domestic party-political system. Its typical features are, firstly, the absence in Ukraine in fact of political parties as leading ideological detachments of main social classes and layers of society which are based on a wide social basis. Secondly, a complete absence of people in many parties and political, seni-political and near-political movements who are capable of professional, proper, systematic, effective party-political, party-organizational and especially party-building activity.
None of parties has a critically necessary mass of people who can skillfully organize a party sell, effectively guide its everyday political, financial-economical, organizational. information and other activity, skillfully attract new members, compete with other parties' sells in a civilized manner and so on. Besides, it is inherent to a modern political system of Ukraine in general and to political parties as its constituent parts in particular that there is almost a complete absence of a party-political activity and of people who are able to pursue it.
The second group of problems is connected with an obvious and a very deep crises and deficit of professionalism in legislative and executive branches of a state power both on the highest level (The Verkhovna Rada) and on a regional and local levels.
The third group of problems is caused by an exigent necessity of powerful professionalization of Фthe third sectorФ activity. A common state of social life in Ukraine, an activity of many social organizations, further development of self-sufficient social life serve as evidence of necessity to create an effective system of training and raising the level of skills both of leaders and rank and file members of different social movements and associations.
The forth group is caused by a deep crises of human rights protection system and of judicial system which actual collapse is caused not only by usurpation of key functions of this branch of state power by other branches, but also by a complete ignorance of actually all layers of population in regard to laws and legal rights, including political rights and universal suffrage.
Conclusion. A deep crises and an absence of professionalism, deep and systematic knowledge and special experience among those people who are attracted to a party-political activity are inherent to a party-political system, to systems of legislative and executive state power, to Фthe third sectorФ in Ukraine. Numerous groups of society and, first of all, their leaders require party-political and legislative education and training.
The main aim of The High School of Professional Policy is a high-quality raising of the professional level of leaders and rank and file members of social self-government bodies, of political parties and social organizations of Ukraine by a systematic and regular party-political, social-political and legislative education and training, raising of their qualification and skills.
foundations of the ORGANIZATION and activity of the HSPP
Per se, the HSPP is a scientific-research, information-analytical, educational and methodical center of professional training of representative delegates' corps, party-political and social activists, of the leaders of the human rights protection movement.
That is why the main principle of organization and activity of the HSPP is a natural combination of theoretical-research, program-creative, information-analytical and educational-methodological work.
The activity of the HSPP in general and of any of its sub-unit is based on the following principles:
high professionalism;
tolerance;
providing with equal access to information, knowledge and experience for any student;
responsibility for results of work;
permanent maintenance of contacts with all former students.
The HSPP activity Directions
Sticking to a principle of continual unity of knowledge, understanding and skill, the HSPP acts in the following four main directions:
Educational-methodological direction is the main direction of the HSPP activity which bases on three auxiliary directions and is densely interlaced with them. It uses them as inalienable parts of process of training and re-training of party-political, representative, social, human rights protection personal. With this regard, the following specialized programs are chosen:
Political leadership.
Party-organizational activity:
Party building.
Political education.
Party-political activity:
Agitation activity of the party and its branches.
Propaganda and counter-propaganda of a party and its branches.
Political technologies.
Representative leadership.
Social leadership.
Management of social associations activity:
Creation and registration of a social organization.
Attraction of new members to a social organization.
Office work of a social organization.
Organization of business accounting of a social organization.
Fond raising of a social organization.
Informational maintenance of social organization.
Social human rights protection leadership.
Scientific-research direction: high-professional sociological, socio-philosophical, economical, historical, legislative, political and other studies of Ukrainian society in general and its political sphere, in particular. This process provides for not only objective analyses of social processes' essence and a creation on its bases of corresponding prognostic models of their development, but also different forms of active participation of students.
Program-creative direction is a natural addition to scientific-research and prognostic directions of the HSPP activity which results are a basis for development of scientifically based party-political and social ideology of the most effective development of Ukrainian society. In frames of this direction, the HSPP personal and students create weighted and effective party and social programs, plans and projects of the state development in general and its single spheres of functioning.
Information-analytical direction: gaining, accumulation, processing and storage of information, creation of various informational and analytical production which is necessary both for the HSPP and political parties and social organizations activity. In this direction, the HSPP works due to the System of Informational Supply which task, principles, structure, directions, results are equal to those of political parties as it is stated in corresponding concept.

Target groups of the HSPP are determined by problems in party-political, social-political and legislative life of the state.
The HSPP will work, first of all, with the following target groups and their sub-groups:
Party-political target group consisting of 15 target sub-groups:
Leader and members of a party Political Council.
Members of a party Secretariat.
Leaders of a party regional branches (oblast).
Leaders of a party local branches (districts).
Leaders of a party local organizations (a sity, districts of a city, villages).
Leaders of a party primary sells.
Leaders of a circuit electoral staff.
Leaders of a regional electoral staffs.
Leaders of local (a city, districts of a city, villages) electoral staffs.
Members of a circuit electoral staff.
Members of a regional electoral staffs.
Members of local (a city, districts of a city, villages) electoral staffs.
Propagandists.
Tutors-Methodists (members of party sells of all levels who specialize in a party-political education of these sells' members).
Deputies' target group consisting of 16 target sub-groups:
Acting deputies of the Verkhovna Rada, regional and local Radas.
Contenders for deputies of the Verkhovna Rada who are in the list of a party reserve.
Non-party citizens of Ukraine who plan to take part in parliamentary elections.
Acting assistants to the deputies of the Verkhovna Rada, regional or local Radas and candidates for corresponding positions.
Acting deputies of regional and local Radas.
Contenders for deputies of regional and local Radas who are in the list of a party reserve.
Non-party citizens of Ukraine who plan to take part in regional/local elections independently or as candidates of local community or civil organization.
Target group of Фthe third sectorФ consisting of 5 target sub-groups:
Leaders of civil organizations and associations.
Members of ruling bodies of civil organizations (executive administration, secretariat and so on).
Representatives of local communities who plan to create a civil organization.
Deputies of different levels who require special knowledge and experience in the sphere of local self-government development.
State employees who require special knowledge and experience in the sphere of local self-government development.
Target group of social legislative protection consisting of 5 target sub-groups:
Leaders of human rights protection organizations and associations.
Members of human rights protection organizations and associations (executive administration, secretariat and so on).
Representatives of local communities who plan to become social commissioners on the legislative protection.
Deputies of all levels who require deepening of knowledge of legislation and practical skills.
State employees who require deepening of knowledge of legislation and practical skills.
For any of target subgroups, special educational programs, educational plans, lecture courses, special courses, system of seminars, training and other practical and scientific-practical studies and methodic are developed.
