DECLARATION

 

of the Social Movement

«For Direct Democracy!»

 

It is already clear for all Ukrainian people that a system of “democracy” which is formed in the country is not a genuine democracy, and that a provision of Chapter 5 of the Constitution which states that the people are the only source of power in Ukraine has remained an empty declaration. In reality, a power of financial oligarchy is established in Ukraine.

 

The output of our “democracy” - abuse of discretion regarding prices and tariffs, beery and drug stalls near schools, clubs as nests of vice instead of sport yards,  plundering of a nationwide and public property  - unified economic complex, land and forests, parks and gardens, banks of rivers, lakes and seashores. With that, nothing can stop them, they grab everything, even things that at one time belonged to children. Luxurious villas and homeless children, banquets of “selected” and hungry pensioners, power of the strong and lawlessness of the weak – it is impossible to name everything which gained a foothold in our life but looks savage and is absolutely inadmissible.

 

Elections without choice – that is what we have now. Modern show-elections of big money replaced a soviet “festival” of people’s will expression. The last local elections in Ukraine have demonstrated a record low level participation of voters during the whole post-soviet period. More than 50% of citizens did not come to voting stations; many of them expressed by that  a vote of nonconfidence concerning a political system of Ukraine and said categorical

“No” to the existing system of power in Ukraine!

 

We, the participants of the Social Movement “For Direct Democracy”, being guided by the Provision of Chapter 5 of the Constitution, which states that the right to establish and to change the constitutional order belongs to people only, appeal to Ukrainian people to make the first since Ukraine’s independence step towards the establishment of constitutional order – to wipe off the oligarchic regime and to establish a real power of people in which only a spirit, an intellect and a will of people will determine the rules of common life in Ukraine!

 

For this purpose, we propose to implement jointly the following action plan:

-          by efforts of social-politically active persons, academicians and specialists in different spheres of social science, to form a package of proposals regarding possible variants of creation of representative power in the country;

-          by a method of a wide range expertise, to select among the proposed variants the ones which are worthy of being examined by people;

-          to organize a nation-wide discussion of selected variants and to perform an all-Ukraine’s referendum in the course of the next parliamentary elections to estimate the best one by preferential voting.

 

For our part, we propose for a nation-wide discussion our basic variant – a direct democracy by means of a self-organization of citizens according to a scheme of a cascade delegation of plenipotentiaries from bottom to top beginning from a living building or a street committee  up to Verkhovna Rada (the parliament).  At this scheme, the expenditures necessary for elections are practically absent, and the most deserving person can be delegated irrespectively of his welfare.

It is possible to lay grounds for a direct democracy already now – by a mean of creation of bodies of population self-organization (BPS) on the basis of acting Law. That is why we address all civil, political organizations and trade unions, all mass-media, all not indifferent citizens of Ukraine with appeal to maintain our initiative, to assist a creation of BPS and a preparation of referendum, to bring to Verkhovna Rada political forces which share with us the idea of direct democracy, and with their assistance – to implement the will of people in practice!

 

Through unity of our efforts – to a real democracy!
